In connection with his request that the Board waive the late fee assessed for the late filing of the report, Mary Lauve Doggett states that she was unopposed in the election, did not have any new contributions to report, and her only expenditure was the August qualifying fee.
On October 5-8, 2014 she was in New Orleans for the Fall Judicial Conference and Drug Court Seminar. She received a certified mail notice in her mailbox on Friday, October 10, 2014 at the close of business and was not able to claim the letter until Tuesday October 14, due to post office closures on Columbus Day (October 13). However, in anticipation of the notice she did attempt to prepare and file her report over the weekend, but was unable to access her LEADERS account. She had a full docket on Monday and did not contact Ethics for assistance until Tuesday morning.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
