Advisory opinion request regarding whether an employee of the Shreveport Memorial Library may serve and be compensated as a coordinator or facilitator for the Prime Time program.
Facts:
Prime Time is a program sponsored by the Louisiana Endowment for the Humanities (LEH). This program is an outreach program aimed at getting preschoolers and their parents into the library for an early literacy program. Participation in the program requires a program coordinator and two facilitators, each of who are compensated by the LEH.
The services provided by Prime Time are very similar to the story time programs presented by the library youth services employees. SML does not have a contract with Prime Time or LEH. If an employee accepted a position in the Prime Time program, they would be trained and compensated by LEH. The work performed would be outside of the employees' work hours.

Law:
1111C(2)(D) prohibits a public servant from receiving anything of economic value for or in consideration of services rendered or to be rendered to a person who has or is seeking to have a contract with your agency.
Recommendations:
Adopt the proposed advisory opinion.
