Advisory opinion regarding whether Reznick Group, P.C. may serve as a prime contractor in a contract with the Office of Community development/Disaster Recovery Unit (OCD/DRU) to administer Grant Management Services. |

Reznick Group currently has a contract with OCD/DRU that expires in August 2011. Under the contract Reznick provides staff augmentation consulting services to OCD/DRU. Under the proposed new contract Reznick would provide grant management services on matters that may arise in connection with the planning, development, and redevelopment of Louisiana. Reznick will monitor funding for the Long Term Community Recovery Program, Primary and Secondary Education Program, Local Government Emergency Infrastructure Program, Fisheries Infrastructure Program and the Low Income Housing Tax Credit CDBG Piggyback Program.

Section 1112 of the Code prohibits a public servant from participating in a transaction in which he has a substantial economic interest. Section 1102(21) of the Code defines "substantial economic interest" as an economic interest which is of greater benefit to the public servant or other person than to a general class or group of persons.
