Advisory opinion request from Gerard Metzger regarding whether the Code of Governmental Ethics would prohibit his law firm from representing the Non-Flood Protection Asset Management Authority (Management Authority) if Studio Network-Lakefront, LLC, a client of your law firm, bid on and was awarded a contract with the South Shore Harbor Marina (Marina).
Facts:
Mr. Metzger stated that his firm has represented the Management Authority since its creation in 2010. The Management Authority is a political subdivision of the State of Louisiana and the governing authority of the non-flood protection assets of the Orleans Levee District, which includes the Marina. Since 2010 the Attorney General's Office has approved an annual professional legal contract between Mr. Metzger's firm and the Management Authority. Mr. Metzger stated that recently the Management Authority issued a request for proposals (RFP) for work on the Marina.

The only response received to the RFP was from, Studio Network-Lakefront, LLC, a client of you law firm. You have stated that the firm has not and will not assist Studio Network-Lakefront, LLC, in contracting with the Management Authority. Mr. Metzger provided that at the last Management Authority meeting he disclosed the firms potential conflict.

On January 6, 2015, the Board received additional information from Mr. Metzger confirming that the case involving, Studio Network-Lakefront, LLC, concluded last week, and as such the firm no longer represents, Studio Network-Lakefront, LLC.
