St. Tammany Parish Hospital Service District No. 2 doing business as Slidell Memorial Hospital ("the District"), is a political subdivision of the state and is governed by an appointed Board of Commissioners. Dr. Kumar Amaraneni, an appointed member of the District's Board of Commissioners, owns Pelican Urgent Care, a medical facility which provides physician services for outpatient care of illness and injury, including x-rays when indicated.
Northlake Radiology Consultants is a professional medical corporation which contracts with the District to interpret diagnostic images, including x-rays. Pelican Urgent Care wishes to contract with Northlake Radiology Consultants to interpret x-rays of Pelican Urgent Care patients.

La. R.S. 42:1113B prohibits appointed members of any board or commission, their immediate family members, or legal entities in which they have a substantial economic interest, from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
La. R.S. 42:1112B(5) provides that no public servant shall participate in a transaction involving the governmental entity in which any person who is a party to an existing contract with such public servant has a substantial economic interest.
La. R.S. 42:1120.4 requires appointed members of a board or commission to recuse themselves from voting or participating in discussion and debate concerning a matter prohibited by La. R.S. 42:1112.
