RE:
Request that the Board waive the $600, $2,000 and $540 in campaign finance late fees assessed against Anthony P. Lewis, a candidate for District Judge, 17th Judicial District Court, Division B, Lafourche Parish in the November 4, 2014 Election, whose 2012 Annual, 2013 Annual, and 10-P campaign finance disclosure report was filed late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the reports Anthony Lewis states that:

1. his campaign treasurer was a novice volunteer who didn't think reports were due until candidates qualified.

2. the information in the reports was incorporated in report 42774

3. the 2012 contributions were only $227

4. the 2013 contributions were only $3689.51

5. the assessed late fees represent 66% of all funds collected for the 2012 & 2013 campaigns

6. lower fees were assessed to other candidates

7. his campaign was essentially a one man campaign disadvantaged by having a very small staff did most of the work and did not have the manpower to study the campaign laws more carefully as they should've

8. he only received notice of the late fine assessed for the 10-P filing via phone call on 1-28-2015

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Recommendations:
Decline to waive for the 2012 and 2013 Annual reports. Suspend all but $200 based on future compliance with the CFDA for the 10-P report. The suspension is payable within 30 days with the suspension conditioned upon timely payment.
