Appearance in connection with a request that the Board waive the $100, $100 and $2500 campaign finance late fees assessed against Jeffry Sanford, a candidate for Associate Justice, Supreme Court, 5th Circuit, in the November 6, 2012 Election, whose 10-P, EDE-P and 10-G campaign finance disclosure reports were filed 1, 1, and 779 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the reports, Jeffry Sanford states that he was an independent candidate who did not raise any significant monies and was primarily self funded with minimal amounts received from donors who were personal friends and family members. He is sure he spent more than $2,500, but is sure the total campaign did not raise more than $5,000.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Recommendations:
Decline to waive the 10-P report, suspend all based on future compliance with the CFDA for the EDE-P report and suspend all but $300 for the 10-G report based on future compliance with the CFDA and payment within 30 days.
