RE:
Request that the Board waive the $480 campaign finance late fee assessed against Michael Pitman, a candidate for District Judge, 1st Judicial District Court, in the November 4, 2014 Election, whose 30-P campaign finance disclosure report was filed 8 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the reports, Michael Pitman states that he and his wife, Judge Frances Pitman have used the same CPA as Treasurer for several years and the employee who knew the deadlines and requirements left employment with their CPA/Treasurer causing the report to be filed untimely.
He states that the new web-based e-filing system, which allows for more than one computer to file reports (which only allowed his CPA/Treasure's office to file on his behalf in Leaders 2.32), will allow him to make sure he does not miss another deadline, as he has never missed one before.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Recommendations:
Suspend all but $200 based on future compliance with the CFDA, payable within 30 days. Suspensions are conditioned upon timely payment.
