Appearance by Representative Joseph A. Harrison in connection with an advisory opinion request regarding the proper use of campaign funds.
Facts:
As a State Representative, Mr. Harrison travels during emergency events, such as hurricanes and flooding, to assist constituents and local and state authorities. He would like clarification as to whether expenses such as the use of a motor boat, gas and mileage are proper use of campaign funds in these situations. Representative Harrison also asked whether expenses such as the purchase or lease of a vehicle, gas, mileage and repairs are allowable campaign finance expenses.
Law:
La. R.S. 18:1505.2I allows a candidate to expend campaign funds for any lawful purpose if the expenditure is not for personal use and is related to the candidate's campaign or holding of office.

La. R.S. 18:1505.2I(6) prohibits a candidate from using campaign funds for the purchase of immovable property or a motor vehicle.

Recommendations:
Adopt the proposed advisory opinion.
