Mrs. Eldridge is a commissioner of IPAA and an air traffic controller at LeMaire Memorial Airport (LMA). Mr. Devillier is the airport director at LMA. The IPAA passes budgets for use by LMA. Mrs. Eldrige has recently participated in the evaluation of Mr. Devillier.

La. R.S. 42:1112 provides that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, he, or any person of which he is an officer, director, trustee, partner, or employee has a substantial economic interest.
