Dieter Hugel was appointed to the the Non-Flood Protection Asset Management Authority ("Management Authority"), a political subdivision of the State of Louisiana and the governing authority of the non-flood protection assets of the Orleans Levee District, in August 2014. Mr. Hugel owns 5% of Gulf Coast Marine, LLC, which acts as a wholesale broker on behalf of retail agents and their user clients. Gulf Coast Marine, LLC receives a commission which is deducted from the overall premium charged to the end user client.
Mr. Hugel is a salaried employee whose compensation is unaffected by commissions earned by Gulf Coast Marine, LLC. Mr. Hugel recently learned that Gulf Coast Marine, LLC previously brokered the insurance contracts for two tenants of the Management Authority through their retail agent.

La. R.S. 42:1111C(2)(d) prohibits a public servant and any legal entity in which the public servant exercises control or owns an interest in excess of 25% from providing compensated services to a person (1) who has or is seeking to have a contractual, business, or financial relationship with the public servant's agency; (2) who conducts operations or activities which are regulated by the public servant's agency; or (3) who has substantial economic interests which may be substantially affected by the performance or nonperformance of the public servant's official duty.
