Nellisha D. Johnson, a former member of the Board of Aldermen for the Village of Saline, received a notice of delinquency on January 22, 2015, requesting she file her 2013 Tier 3 annual personal financial disclosure statement (PFD). Dorothy Satcher, Mayor of the Village of Saline, filed an answer on behalf of Ms. Johnson on February 3, 2015. Mayor Satcher stated that Ms. Johnson was appointed in April 2013 to fill an unexpired term and served in that capacity until the October 2013 election was held. Therefore, she believes that Ms. Johnson should not be required to file a PFD covering 2013.

La. R.S. 42:1124.3 requires each person holding a public office who represents a voting district having a population of fewer than five thousand and each member of the governing authority or management board of a charter school created pursuant to Chapter 42 of Title 17 of the Louisiana Revised Statutes of 1950, except any person who is required to file a financial statement by R.S. 42:1124, 1124.2, or 1124.2.1, to file a financial statement by May 15th of each year during which the person holds such office and the year following the termination of the holding of such office.
La. R.S. 42:1124.4 provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
