Joseph W. Mosley, former Constable for Jackson Parish District C, received a notice of delinquency on January 27, 2015, requesting he file his 2013 Tier 3 annual personal financial disclosure statement (PFD). Mr. Mosley filed an answer on February 2, 2015, stating that did not receive a form to complete. He also stated that he no longer serves as constable; however, he failed to provide the date that his service terminated. Therefore, he believes that he should not be required to file a PFD covering 2013.
The Secretary of State's database of elected officials indicates that Mr. Mosley served as Constable for Jackson Parish District C until December 31, 2014.

La. R.S. 42:1124.3 requires each person holding a public office who represents a voting district having a population of fewer than five thousand and each member of the governing authority or management board of a charter school created pursuant to Chapter 42 of Title 17 of the Louisiana Revised Statutes of 1950, except any person who is required to file a financial statement by R.S. 42:1124, 1124.2, or 1124.2.1, to file a financial statement by May 15th of each year during which the person holds such office and the year following the termination of the holding of such office.
La. R.S. 42:1124.4 provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
