Judy Broussard serves as a councilwoman for Henderson. Her husband, Keenan Broussard, was appointed to fill a vacant seat on the Henderson-Nina Water Board of Directors. Henderson-Nina Water System Inc. is a private non-profit corporation providing water service both inside and outside of the town. They have a cooperative endeavor agreement with Henderson to handle the maintenance and operations of the town's wastewater system including billing and collections of the Henderson's sewer and garbage services.
Mr. Broussard would receive compensation for serving on the Water System Board.

R.S. 1111C(2)(d) prohibits a public servant from receiving anything of economic value for or in consideration of services rendered or to be rendered to a person who has or is seeking to have a contractual, business, or financial relationship with the public servant's agency, or a person who has substantial economic interests which may be substantially affected by the performance or nonperformance of his official duties.
