The Town of Vivian is governed under the Lawrason Act where the chief of police must submit a budget for approval and make recommendations to the town council to hire employees to his agency. As the appointed clerk for Vivian, Ms. House signs checks for the town employees attesting the mayor's signature. She supervises four people and rarely process payroll for the town.

La. R.S. 42:1119(A) provides that no member of the immediate family of an agency head shall be employed in her agency.
