Appearance in connection with a request that the Board waive the $300, $600, and $600 campaign finance late fees assessed against Charles O'Brien, a candidate for School Board Member, District 8, East Baton Rouge Parish in the November 4, 2014 Election, whose 30-P, EDE-P, and 10-G campaign finance disclosure reports, which were filed 5, 20, and 62 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the reports, Charles O'Brien states that this was his first election, first time using the filing system that he found to be difficult to understand. He stated that he misunderstood the instructions. He was under the belief that no changes were made throughout the entire election, as he had zero activity throughout all of the reports,and thus no new reports were owed.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all of the late fees associated with the late filing of the 30-P, based on future compliance with the CFDA.

Decline to waive the late fees related to the EDE-P and 10-G.
