Mr. Hymel states that the present administrative assistant was not advised of the reminder letter sent to all school boards by the staff in July 2014. The administrative assistant advised Mr. Hymel on September 22, 2014 that he needed to file. He stated that the administrative assistant spoke with disclosure staff and was informed that if the report was filed before October 8, 2014 then no late fees would be assessed. There is no record of this conversation. Mr. Hymel further states that after he received the late fee, the administrative assistant spoke with disclosure staff again, who acknowledged the prior conversation. There is no record of this conversation either.

La. R.S. 42:1119B(2)(a)(iii) requires that within thirty days after the beginning of each school year, any school board member or superintendent whose immediate family member is employed by the school board shall file a disclosure statement with the Board of Ethics stating the facts of such employment. Any person who fails to timely file a disclosure statement may be assessed a late fee of fifty dollars per day, not to exceed $1,500.
