Advisory opinion request regarding whether Charles LeJeune may be hired by the Folklife Program (Program) to research Louisiana's Neutral Strip while he serves as a member of the Louisiana Folklife Commission (Commission).
Facts:
Mr. LeJeune serves as a member of the Commission. The Commission advises the Office of Cultural Development (LOCD) for development of the annual state plan for policy, objectives, and budgeting needs in the identification, preservation, and presentation of Louisiana folk cultural resources each fiscal year.
The Folklife Program is a program within Louisiana Division of the Arts under the LOCD. The Program would like Mr. LeJeune to be the primary researcher for a project on Louisiana's Neutral Strip. He has the opportunity to be the researcher of the project by either directly contracting with the Program or through work with Vernon Parish Tourist Commission who would be reimbursed with a grant from the Program.

Law:
La. R.S. 42:1113B prohibits any appointed member of any board or commission from bidding on or entering into or being in any way interested in a contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
Recommendations:
Adopt the proposed advisory opinion.
