Pursuant to La. R.S. 28:831C, the Jefferson Parish Human Services Authority (JPHSA) was created to direct the operation and management of mental health, intellectual disabilities, and substance abuse services for Jefferson Parish.
The JPHSA is governed by a board of directors appointed by the governor and the Jefferson Parish Council. JeffCare is a JPHSA program implemented to increase access to affordable, comprehensive behavioral, primary, and preventative health care services to the residents of Jefferson Parish. JeffCare, Inc., is a non-profit corporation organized to oversee the operation of JeffCare, by acting as its Board of Directors (JeffCare Board), and to jointly obtain, with the JPHSA, Federally Qualified Health Center status. Nevertheless, the JPHSA maintains financial control and has general oversight of JeffCare.
In consultation with the JPHSA, the JeffCare Board develops the overall budget for JeffCare, which includes state and federal funds allocated through the JPHSA and self-generated revenues. Additionally, the CEO of JeffCare, who is responsible for the management and day-to-day operations, is selected and/or dismissed by the JeffCare Board with input from the JPHSA. Finally, the CEO, as well as all clinical, management, and administrative personnel selected by the CEO, are employed by the JPHSA and assigned to JeffCare.

La. R.S. 42:1113B prohibits an appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction that is under the supervision or jurisdiction of his agency.
La. R.S. 42:1119A prohibits a member of the immediate family of an agency head from being employed in his agency.
