Miss. Freedman filed her Supplemental Registration report that was due January 10, 2015, two days late on January 12, 2015. She was assessed a late fee of $100. Miss. Freedman states on January 12, 2015, she and Mr. Charles McMains' lobbyist registrations were filed. Those registrations included the clients for which they had contacts to represent in 2015 and excluded those for which they had no contracts in place for 2015. It is their understanding that La. R.S. 24:53E automatically terminates the registration of lobbyists on the 31st of December and provides that they have until January 31st to file a renewal registration for the current year. It does not provide for supplemental registrations for additions or terminations during the renewal process. Therefore, they are puzzled by the firm assessment as they could not have filed a notification of termination of a representation that had already terminated by operation of a law of the previous December 31st.
Prior to filing their registration renewals, they were in the process of renewing contracts with clients and they may not know until mid-January which clients' contracts will not be renewed for the current year. Once those contracts are in place, they renew their lobbyist registration with the clients they will have for that current year.

La R.S. 24:58D(1), 49:78D(1) state that any person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day.
