RE:
Request that the Board waive the $1500 late fee assessed against John Davis for failure to timely file a Supplemental Registration Report.
Facts:
On March 27, 2015, Mr. Davis filed his Supplemental Registration report that was due by November 19, 2014, 44 days late on January 2, 2015. He was assessed a late fee of $1500. Mr. Davis spoke with our lobbying staff regarding his representation of Deep South Studios. He was informed that the system generated an email advising that he registered Deep South Studios as a client, but that the representation began on November 14, 2014. The lobbying staff reviewed the "start date" and end date" information contained in the Legislative rules and sent him and email with the information to share with their staff. His (as well as the registration of Mackenzie Ledet and Stephanie Murphy) was performed and managed by their staff. With respect to the timing of the registration of Deep South Studios, Mr. Davis and his staff made an error. Although staff completes registration and filings, Mr. Davis realizes that he is fully responsible for this timing error and appreciates the Lobbying staff giving him a full and complete understanding of the requirement. Mr. Davis states this error and the corrective measures were shared with the staff and they should not experience this error again.

La R.S. 24:58D(1), 49:78D(1) state that any person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day.
Recommendations:
Suspend all based on future compliance.
