Ms. Stephanie Murphy filed her Supplemental Registration report that was due by March 6, 2015, 6 days late on March 12, 2015. She was assessed a late fee of $300. Mr. Dickie Patterson writes on her behalf and states when they are hired by clients, they often perform legal work first for the client before beginning any lobbying engagement. Mr. Patterson also states this was the case when their firm was hired by 504 HealthNet. Their retainer agreement states the beginning date of their representation of the client, which is not necessarily the date of engagement for lobbying purposes under La. R.S. 24:53. In the case of their representation of 504 HealthNet, they were retained on March 1, 2015 but not engaged for lobbying purposes until March 31, 2015.
Legal research and meetings with the client occurred during March. When they submitted their supplemental registration report, they listed March 1 instead of March 31 as the date of engagement for lobbying purposes. Mr. Patterson states that Ms. Murphy has not performed any lobbying activities for 504 HealthNet to date.
