Mr. Broderick filed his Supplemental Registration report that was due April 7, 2014, 242 days late on December 5, 2014. He was assessed a late fee of $1,500. Mr. Broderick is requesting leniency by waiving his late fee assessment. He registered as a lobbyist just to make sure he was conservative and didn't run afoul of the State's lobbying laws.
Mr. Broderick states that he doesn't normally do lobbying, and the extent of his involvement with the state is dealing with Louisiana Economic Development ("LED"), meeting with local economic development folks and on a rare occasion, meeting with a local legislator to negotiate an incentive package for a potential economic development project. This is his first late filing that he has incurred. With regard to this situation, he was under a strict Non-Disclosure Agreement ("NDA") with ART, LLC and when he began working with LED to negotiate a potential incentive package, he wasn't sure if he would violate his NDA by adding the company on his supplemental report.
In December, after negotiations were complete, he added the company to his lobbying list, based on the date he began work for ART, just to be sure he was being accurate and truthful in his reporting.
He is asking the Board's understanding and leniency in his case to please waive his late fee assessment, based on the fact that he didn't want to violate his NDA at the time he began work for ART. Further, he wasn't sure that incentive negotiation with LED was considered lobbying, but he wanted err on the side of conservatism by reporting this activity.
