In connection with her request that the Board waive the late fee assessed for the late filing of the report, Josie Gale Frank states that she and her campaign committee's members had been experiencing extreme challenges, was preoccupied with personal matters, and pleads for the Board to show mercy and grant forgiveness of the debt. Ms. Frank said she started experiencing health issues during this filing time period. The chairperson, Shelia Loeb, is the primary caretaker for her elderly, Alzheimer-stricken mother (age 87) and special needs adult child, and had been traveling between the hospital, nursing home, and her home to care for and make major health decisions concerning both her mother and child.
The treasurer, Judy Frank, also was traveling to/from Clinton, MS and staying for extended periods of 3-4 weeks since January 2015 to care for her elderly mother (age 84) who also is experiencing health issues.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
