Request that the Board waive the $2,680 in campaign finance late fees assessed against Bruce A. Lemelle, a candidate for Chief of Police, Town of Elton, Jefferson Davis Parish in the November 4, 2014 Election, whose 10-P campaign finance disclosure report was filed 44 days late, EDE-P report was 39 days late, 10-G report was 27 days late, and EDE-G report was 7 days late.
Facts:
In connection with his request that the Board waive the late fees assessed for the late filing of the reports, Bruce A. Lemelle states that he the submitted the reports on December 10, 2014, as evidenced by the attached green card, but later was informed that the reports were submitted on the wrong forms, the forms needed to be resubmitted on the proper forms, and certain submitted expenses needed further separate submissions as well.

If the board is unwilling to waive the fines, in the alternative, Mr. Lemelle is asking that the board reduce his fines and consider his original submission date.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 10-P and 10-G reports. Suspend all based on future compliance for the EDE-P and EDE-G reports.
