RE:
Advisory opinion request by Brad Farmer, Executive Director of Acadiana Area Human Services District (AAHSD), regarding whether employees of AAHSD may accept paid travel expenses and honorariums each day they perform as surveyors with CARF International conducting surveys.
Facts:
CARF is an independent, nonprofit accreditor of health and human service facilities who conducts surveys internationally and throughout the United States. CARF has peer-review surveys in which the surveyor is actively involved with the accreditation process of facilities and the implementation of CARF standards. The travel expense payments and honorariums would be given directly to AAHSD employees who conduct the surveys for CARF during work hours with AAHSD.
Law:
La. R.S. 42:1111A prohibits public servants from receiving anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of her office or position.
Recommendations:
Adopt the proposed advisory opinion.
