Request that the Board waive the $960 in campaign finance late fees assessed against Gary V. Evans, a candidate for District Attorney/42nd Judicial District, De Soto Parish in the November 4, 2014 Election, whose 10-G campaign finance disclosure report was filed 6 days late, EDE-P campaign finance disclosure report was filed 17 days late, and 2014 Supplemental was filed 1 day late.
Facts:
In connection with his request that the Board waive the late fees assessed for the late filing of the reports, Gary Evans states that this was his first parish-wide election and he was unfamiliar with filing deadlines and that notices were being sent to an old P.O. box address after a change of address was reported.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 10-G report.

Suspend all based on future compliance for the 2014 supplemental report.

Suspend all but $200 for the EDE-P report based on future compliance. The fine is payable within 30 days or the suspended portion becomes due and owing.
