Paul Tilly, an appointed board member of Southeast Louisiana Flood Protection Authority - East ("SLFPAE"), has been offered a position with Vali Cooper, a company that is currently providing contract services to SLFPAE. If Mr. Tilly accepts the position, he will be a W-2 employee with Vali Cooper and will have no ownership interest in the company. Mr. Tilly's compensation will not be based on a percentage of the work performed by Vali Cooper, and he will not be working on any matters involving Vali Cooper's work for SLFPAE. Mr. Tilly will recuse himself from voting on matters involving Vali Cooper that come before SLFPAE.

La. R.S. 42:1111C(2)(d) prohibits a public servant from receiving compensation for services rendered to any person who has a business, contractual or financial relationship with the public servant's agency.
La. R.S. 42:1102(16) defines "person" as an individual or legal entity other than a governmental entity, or agency thereof.
