RE:
Request that the Board waive the $600 campaign finance late fee assessed against Joey Hester, a candidate for City Marshal, City of Shreveport in the November 4, 2014 Election, whose EDE-P campaign finance disclosure report was filed 20 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Joey Hester states that this was his first election and he was under the belief that he was not required to file a report, as there were no funds in the campaign and no activity to report. He only discovered the requirement when his wife called to discuss other business and was informed about this particular report. He lost the election and has no funds remaining in the campaign account and does not have the personal funds to pay such a fine either.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Suspend all based on future compliance.
