| Advisory opinion request regarding the implications of a contract between the Louisiana Housing Corporation and National Housing Consultant Services, LLC. |

The Louisiana Housing Corporation ("LHC") entered into a contract with National Housing Consultant Services, LLC ("NHCS") on May 8, 2015 to serve as an independent consultant providing an organizational and financial assessment to identify all critical issues threatening the effectiveness and longevity of LHC. The specific tasks performed by NHCS will include reviewing the current financial condition of the agency, making recommendations to the board regarding appropriate staffing levels, developing operational efficiencies, determining how best for LHC to meet its mission, and advising LHC regarding a communications plan. NHCS will have no independent authority to implement any of the recommendations in its reports.
The chief consultant for NHCS asked if any provision of the Code of Governmental Ethics would prohibit NHCS or herself from engaging in business with LHC or representing clients who have business dealings with LHC in the future based on the current contract between LHC and NHCS.
