Advisory opinion request regarding whether Takena Santos may lead classes as a yoga instructor on behalf of Trinity Christian Community for the New Orleans Recreation Development Commission (NORDC).
Facts:
Takena Santos is a parent liaison with the Healthy Start New Orleans program which is within the New Orleans Health Department. Her duties as a liaison include conducting outreach activity and promoting the program through networking in communities and among local family-focused organizations. Teaching yoga classes is not within her job description or duties for Healthy Start New Orleans.

Trinity Christian Community has previously entered into a cooperative endeavor agreement with the City of New Orleans Health Department to provide office space and other services at no charge for the Best Baby Zone program. Ms. Santos utilizes this space as her office. Trinity Christian Community has also entered into a cooperative endeavor agreement with the City of New Orleans/ NORDC to provide fitness classes at New Orleans parks. One such class to be offered is a yoga class. Takena Santos would like to provide the yoga classes at the parks on behalf of Trinity Christian Community for NORDC.

Law:
La. R.S. 42:1111C(2)(d) prohibits a public servant from receiving anything of economic value for or in consideration of services rendered or to be rendered to a person who has or is seeking to have a contract or other business or financial relationship with your agency, someone who is regulated by their agency, or a person who has a substantial economic interest that may be substantially affected by the performance or nonperformance of the public employee's official duty.
Recommendations:
Adopt the proposed advisory opinion.
