In connection with his request that the Board waive the late fee assessed for the late filing of the report, Thomas Thoma, report preparer for Todd Thoma, states that he attempted to file the report using the old Leaders software package on April 27, 2015, but he encountered problems and was unable to complete the report. He contacted Jerrolyn Brees the next day and she was able to get him "set on the online filing version of Leaders."
Mr. Thoma further provides that he made another good faith effort on April 28, 2015 to file the report and was under the belief that it was filed. Ms. Brees followed up two days later to inform him that the report was "sitting online but that it had not been filed" and ultimately helped with getting the report filed by walking him through the necessary steps to ensure the report was accepted and filed. Finally, Thomas Thoma requests that if the fines are not able to be waived, that they be reduced and that the fines not be assessed against the candidate, Todd Thoma, or Chairman Thomas Arnold.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
