Lee Picard, Jr., is the President of Architectural and Engineering Consultants, Inc., (AEC) which is solely owned by Joe Picard, Inc. Joe Picard, Inc., is a family-owned business of which Mr. Picard owns 18.33% of the stock and an additional 33.33% of the stock is owned by the Picard Family Children's Trust, of which he is the sole trustee.
Mr. Picard currently provides architectural and engineering services to St. Martin Parish and the St. Martin Parish School Board through AEC. These projects are funded by Parish bonds and local tax revenue. Furthermore, the projects receive no funding from the state, the state is not a party to such contracts, and the legislature is not involved in the projects.

La. R.S. 42:1113C prohibits a legislator, member of his immediate family, or legal entity in which he has a controlling interest from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction involving his agency.
La. R.S. 42:1113D(1)(a) prohibits a legislator or any person who has been certified by the secretary of state as elected to the legislature, his spouse or any legal entity of his from entering into any contract with state government.
