Appearance in connection with a request that the board waive the following campaign finance late fees assessed against Justin Reeves, a candidate for Lasalle Parish School Board, District 7, in the November 4, 2014 election: $1,000 for the 30-P report that was filed 66 days late, $400 for the 10-P report that was filed 45 days late, $400 for the EDE-P report that was filed 27 days late, and $400 for the 10-G report that was filed 15 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Justin Reeves states that this was his first campaign and he had no advisors or campaign experience to assist him. He states he simply made an error in his review and interpretation of the reporting requirements. He explains that he only had one contribution of $1,000 and thought based on that amount he was not required to file reports. He understands now that he was required to file because he received a contribution in excess of $200.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 30-P report.

Suspend all for the 10-P and EDE-P reports.

Suspend all but $100 for the 10-G report. The fine is payable within 30 days or the suspended portion becomes due and owing.
