RE:
Request that the board waive the $420 campaign finance late fee assessed against Garrett C. Monti, a candidate for State Senate, District 19 in the October 22, 2011 election, whose 2014 Supplemental report was filed 7 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Bryan Jeansonne, report preparer for Garrett C. Monti, states that he misunderstood the LEADERS filing requirements. When Mr. Monti's outstanding debts were paid or forgiven, he changed the balances to zero in his desktop version of LEADERS thinking that was the proper way to show that a loan had been paid or forgiven. After consultation and further LEADERS training with staff of the Ethics Board, he now understands that debt repayments or forgiveness have to be entered as contributions and then entered as loan repayments. Mr. Jeansonne amended Mr. Monti's report to accurately reflect what occurred.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Suspend all based on future compliance.
