The Cameron Parish Police Jury (Police Jury) must approve the hiring of the Picard Group by the West Cameron Port Commission (Commission). Also, payments pursuant to the contract with the Picard Group will be shared between the Police Jury and the Commission.
Michael Michot, an employee of the Picard Group, is married to the sister of Stephen Broussard, the Port Director. As Port Director, Mr. Broussard's responsibilities include managing the daily operations, establishing an annual budget, training and supervising the staff, and providing the Commission with key information and updates.

La. R.S. 42:1113A prohibits a public servant, a member of his immediate family, or a legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of his agency.
La. R.S. 42:1102(13) defines "immediate family" to mean a public servant's children, the spouses of his children, his brothers and their spouses, his sisters and their spouses, his parents, his spouse, and the parents of his spouse.
