In connection with his request that the Board waive the late fee assessed for the late filing of the report, Larry Cochran, Jr. states that he has served as District Five Councilman of St. Charles Parish for seven years. When he decided to run for Parish President, he did not realize that he would need to file electronically. When he realized that he would have to file electronically, he requested a username and password which requires a 5 day notice. Once he obtained the username and password, it took a few days to get familiar with the software and input the information.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
