In connection with his request that the Board waive the late fee assessed for the late filing of the report, Representative Johnson states that on January 7, 2015, he registered with the Clerk of Court to qualify for the special election to replace outgoing State Representative Jeff Thompson in District 8. An actual election was not necessary because no other candidate qualified to run by the deadline. He took his oath of office on February 3, 2015. Neither he nor Mrs. Gras, the campaign committee treasurer, had any prior experience with campaign finance and were confused about which reports were actually required. Because he had no actual primary election, he overlooked the requirement to file the 30-P report.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
