RE:
Request that the board waive the $747 campaign finance late fee assessed against Heather M. Cloud, a candidate for Mayor, Village of Turkey Creek, in the February 21, 2015 election, whose 10-G report was filed 54 days late.
Facts:
In connection with her request that the Board waive the late fee assessed for the late filing of the report, Heather M. Cloud states that she was unaware that she needed to file a 10-G report, until she received a letter from the contributor explaining that they had made an in-kind contribution to her. She had no other receipts or disbursements for this campaign. The mailing system in Turkey Creek has been semi-operational for the last few years and mail delivery has been severely hindered. The in-kind contributor mailed out the letter timely, instructing her to include their in-kind contribution on a campaign finance report. Unfortunately, the operations of the post office greatly slowed the receipt of the letter.
