Danny Bell, recently retired as Superintendent of Lincoln Parish School and is being considered for employment as Director of Educational Services and Principal of the Lorraine Howard Educational Center ("Howard School"). Howard School is a private, treatment facility school in Lincoln Parish created by Louisiana Methodist Children's Home and located on its grounds. Howard School is designated as an Alternative School by Louisiana's Department of Education and is licensed by Louisiana's Department of Health and Hospitals as a psychiatric residential treatment facility.

R.S. 42:1121A prohibits a former agency head or elected official, for a period of two years following the termination of his public service as the head of such agency, from assisting another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or from rendering any service on a contractual basis to or for such agency.
