Diamond B is a contractor that was awarded a contract to overlay LA 1199. Sheilia Terrell would like to make a trade with Diamond B by allowing them to store their equipment on her property in exchange for fixing her driveway.
She works as an engineer for the Right of Way permits and Outdoor Advertising for DOTD in Gang 500. Although Diamond B does have its operations inspected by DOTD, this work is done through Gang 158. Diamond B also has frequent business relationships with DOTD via contracts and supplying asphalt. Gang 500 issues permits for people who work on the state right of ways in Vernon and Sabine Parishes. Diamond B has not recently requested any permits from Gang 500. Ms. Terrell's house and property is located on LA 1199 in Rapides Parish.

R.S. 42:1111C(2)(d) provides that a public servant may not receive anything of economic value for or in consideration of services rendered or to be rendered to a person who has or is seeking to have a contractual, business, or financial relationship with the public servant's agency, or a person who has substantial economic interests which may be substantially affected by the performance or nonperformance of the public servant's official duties, or a person whose operations or activities are regulated by the public servant's agency.
