| Advisory opinion request regarding whether Ray D. Jones Jr., is prohibited from being elected to the Monroe City Council while he serves as an officer of Southside Economic Development District, Inc. |

Mr. Jones stated that he has served as a Commissioner on the Southside Economic Development District Commission since he was appointed in October of 2013 and as such he became an officer of the Southside Economic Development District Corporation in October 2014.
The Southside Economic Development District Commission was created by the City of Monroe pursuant to La. R.S. 33:2740.51 and the Commission incorporated the Southside Economic Development District, Inc., in 2002 as a public non-profit. The members of the Southside Economic Development District Commission are to serve as the officers of the Southside Economic Development District, Inc.

La. R.S. 42:1113B prohibits an appointed member of any board or commission, a member of his immediate family, or legal entity which he has a substantial economic interest from biding on or entering into or being in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
