Luksamee Dyer is employed as a sanitarian for the DHH, Region 1 Jefferson Health Unit. The main functions of her position as a public health sanitarian are inspecting, investigating, permitting, licensing and taking enforcement actions for multiple public health environmental and consumer protection programs for Region 1. Part of her duties include inspecting, permitting, and licensing restaurants. She plans on locating a restaurant in Region 3.

La. R.S. 42:1112A of the Code prohibits a public servant from participating in a transaction involving the governmental entity in which he has a personal substantial economic interest of which he may be reasonably expected to know.
La. R.S. 42:1113A(1)(a) prohibits a public servant or member of such a public servant's immediate family, or legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
