Ms. Loeb states she registered as a lobbyist in late May on the advice of PosiGen's contract Lobbyist, Scott Kirkpatrick of Roedel Parsons. She was personally confused by this request, and why it would be necessary for her to register as a Louisiana lobbyist for a number of reasons.
In the fall of 2014, she asked one of PosiGen's other contract lobbyists whether she should register as a lobbyist in Louisiana (Christian Rhodes, also of Roedel Parsons), and he indicated that it was unnecessary because PosiGen was at the time represented by several lobbyists, included Roedel Parsons and The Cowart Group.
In May when she went on line to register as a lobbyist per Mr. Kirkpatrick's advice, she was extremely confused by the registration process. The language in the registration form seemed to indicate the two reasons one would need to register as a lobbyist would be that an individual was 1.) Lobbying all or a combination of the local government, the administration and the legislature, AND 2.) Expending funds on lobbying any or all of the previously mentioned branches of government. Because she had not spent money on any member of any branch of government, she was unsure why she needed to register as a lobbyist in the first place.
Additionally, based on her previous experience in New York as a registered lobbyist, the Board typically sends auto-generated email instructions and reminders regarding any necessary filings.
