In connection with his request that the Board waive the late fee assessed for the late filing of the report, Billy R. Wayne states that he thought the volunteers on his campaign committee were completing the forms correctly. He later discovered that they had never done campaign reports before. He also states that he did not receive notice that the reports were late until 15 days after the original date.
