Advisory opinion request regarding whether Stacey Simpson may accept a position with Acadiana Computer Systems (ACS) if she were to leave her position as business manager/chief administrative and financial officer for the LSU Health Science Center- Shreveport (LSUHSC-S) Department of Surgery. |

As the business manager, Ms. Simpson oversees the financial, personnel, and billing functions of the Department. The revenue cycle, which contains the billing, coding and collection operations, has been outsourced to a ACS. ACS has previously secured a contract to provide the physician billing for the Department. Ms. Simpson's position would ACS would include overseeing the physician billing component of the LSUHSC-S outsourced billing and serving as the problem solver and liaison between ACS and LSUHSC-S.

La. R.S. 42:1102(3) defines an agency head as the chief executive or administrative officer of an agency or any member of a board or commission who exercises supervision over the agency.
La. R.S. 42:1121A(1) provides that no former agency head shall, for a period of two years following the termination of his public service as the head of such agency, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.
