In connection with her request that the Board waive the late fee assessed for the late filing of the report, Ann Degruise, report preparer for Jonathan Liberto, states that the 2014 supplemental report was timely filed on the old Leaders 2.0 system and mailed on February 15, 2015. She says her office was not aware that the report could not be mailed until Mr. Liberto received notice saying his report was late. He explained to the IT Department that he did not have access to the new Leaders web based program that became effective on December 31, 2014. He was told to submit the report using the old Leaders 2.0 system and it was accepted on March 3, 2015.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
