Advisory opinion regarding whether Jennifer Laska may continue her employment with the Tangipahoa Parish Library after marrying the son of Barry Bradford, the Director of the Tangipahoa Parish Library.
Facts:
Barry Bradford is employed as the Director of the Tangipahoa Parish Library (Library). Jennifer Laska has been employed with the Library since September 2014. In her current position, as a Teen Program Specialist at the Amite Branch, she is supervised by Rachel Vaccaro, the Amite Branch Manager. Ms. Laska will marry Mr. Bradford's son on May 21, 2016.
Law:
La. R.S. 42:1119A prohibits a member of the immediate family of an agency head from being employed within his agency.

La. R.S. 42:1119C(2) allows a public employee that has been employed for at least one year prior to becoming the immediate family member of the agency head to continue her employment and receive normal promotional advancements.

La. R.S. 42:1112B(1) prohibits a public servant from participating in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1112C requires every public employee to disqualify himself from participating in a transaction involving the governmental entity when a violation of this Part would result. The procedures for such disqualification is set forth in Chapter 14 of the Administrative Rules for the Board of Ethics.

Recommendations:
Adopt the proposed advisory opinion.
