In connection with her request that the Board waive the late fee assessed for the late filing of the report, Barbara Rice, report preparer for Mary Harris, states that Ms. Harris was originally scheduled to campaign in the March 28, 2015 election to fill an unexpired term so she began campaign activities in January of that year. With the shortened election period, no 180-P report was required.
On February 2, 2015, Governor Jindal postponed the election until October 24, 2015 which created two elections to be held at the same time, one for the unexpired term and one for a full four year term. In the confusion at the movement of the election periods at the last minute, the due date for the 180-P report was not noted on Ms. Harris' calendar. This report was not required under her last election date, as it was such a short period.

R.S. 18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
