Advisory opinion regarding the application of the post employment restrictions to Sandra Jones, a former Procurement Management Analyst with the Financial Affairs Office of the Southern University Law Center, and her company, Lawson Business Products.
Facts:
Sandra Jones was employed with the Southern University Law Center until August 14, 2015. She was employed as a Procurement Management Analyst with the Financial Affairs' Office. Her job duties included:

• Primary liaison for the Law Center performing advanced journeyman entering purchase requisitions, low dollar purchase requisitions, in the Banner Financial System upon approval of Law Center's financial supervisor and budget officer

• Assisting the Law Center's faculty, staff and students on knowledge of preparing purchase requisitions /purchase orders and other related forms.
• Knowledge, entering, querying, and tracking purchase requisitions and purchase orders in Banner Financial System.
• Providing oral and written interpretation of Louisiana State purchasing rules, regulations, policies, standards and procedures to ensure the integrity of the purchasing function; providing direction, training, and guidance to faculty, staff and student if needed in resolving routine and non - routine procurement related problems
• Assisting the Vice - Chancellor for Financial Affairs, Budget Officer, Business Manager, Special Project Associate and Accounts Payable on Louisiana State Purchasing and Travel Policy.

Ms. Jones is the sole owner of Lawson Business Products. Her company is a reseller company of general office/janitorial supplies, which will be providing commercial printing such as letterheads, envelopes, business cards, and magnet signs; janitorial supplies such as paper towels, toilet tissue, brooms, soaps and cleansers; and office supplies such as pens, pencils, post-it-notes, copier paper, glue, scissors and shredders.

Law:
La. R.S. 42:1121B provides no former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following the termination of his public employment, render, any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
Recommendations:
Adopt the proposed advisory opinion.
